County to Switch To a New EMS Billing Provider

The Fayette County Commissioners Court accepted a proposal for a new EMS billing provider from the company EMS Management and Consultants (EMSMC).

Fayette County EMS started looking for a new billing provider as a way to improve operations. At the Commissioners Court meeting last Thursday, April 23, Fayette County EMS Director Josh Vandever said the County’s current provider, Emergicon, has been unable to provide certain pieces of data that could help the EMS service improve Medicare and insurance reporting requirements, which would ultimately increase payments to the County.

A committee composed of Vandever, Assistant EMS Chief Gary Daniels, Emergency Management Coordinator Angela Hahn, two EMS lieutenants, the assistant county attorney and the Commissioners Court Coordinator reviewed proposals from three billing providers: EMSMC, Emergicon, and Captivate Billing. Vandever said the committee ranked the three companies and EMSMC came out on top.

Vandever said EMSMC offers a “state-of-the-art” data platform that includes crewlevel analytics. In addition, he said their fee of 4.4 percent is a 1.6 percent savings over the current provider.

“That rate alone, if nothing else changed, would net about $125,000 in a single year in increased revenue for the county,” Vandever said.

For context, the County collected $2,282,320.15 in ambulance fees in 2024 and expects to collect $2.75 million this year.

However, Vandever said improved data collection by EMSMC could boost revenues even higher.

The commissioners voted unanimously to accept the committee’s recommendation. The county attorney’s office will now negotiate a contract with EMSMC, which the Commissioners Court will vote on at a future meeting.
