La Grange City Council Approves New Bylaws for The Fayette Public Library
The La Grange City Council approved new bylaws and operating procedures for the Fayette Public Library at their meeting on Monday, April 22.
Those documents included a few major changes. The policies and procedures now includes a procedure for patrons to request removal of materials from the library. A patron who requests reconsideration of library materials must put their request in writing by completing a form. The library director or her designee will communicate a decision to the patron. If the patron is not satisfied with the decision, the patron may appeal the decision to the library advisory board. Library Director Allison Hollek told the Council that no one has requested reconsideration of any library materials so far.
The policy document also includes a new section regarding patron behavior. Hollek said the advisory board added the section due to an increase in incidents when library staff had to call the police or ask patrons to leave. Among other changes, the bylaws for the Library Advisory Board now includes a clause for removal of an advisory board member. The clause states that the board may recommend termination of a board member by majority vote. The City Council will then consider the board’s recommendation.
The new bylaws also stipulate staggered three-year terms for the board members. Previously, the terms were not staggered.
The advisory board recommended the changes and Council unanimously approved them.
In other business at Monday’s meeting, the Council signed an updated lease agreement with Rural Telecommunications of America (RTA) for an antenna mounted on the North Water Tower on Von Minden Rd. RTA will pay $600 a month to lease the space on the water tower, with a three-percent annual increase. They also approved updated leases with RTA and Logix Fiber Networks to mount equipment on city-owned utility poles. Both companies will pay $10 per pole annually.
