Weimar City Manager Resigns After Charges Come to Light

Weimar City Council accepted the resignation of City Manager Donald Dixson at an emergency meeting on Monday, Nov. 17. Weimar Mayor Carlton Tucker said the City recently learned that Dixson has pending criminal charges from 1994 out of Pennsylvania for “indecent assault” and “corruption of minors.”

The City posted an emergency meeting notice at 12:45 p.m. on Monday, which stated the following: “Due to sudden and unforeseeable release of information on the City Manager, the City of Weimar declares an emergency and a public necessity to immediately meet to discuss and take action on the possible termination of the City Manager and appointment of an Interim City Manager.”

The Council met at 2 p.m. and spent about 25 minutes in executive session. After returning to open session, they voted to accept the resignation of Donald Dixson and appoint David Mason as interim City Manager. Mason had been serving as the City’s director of finance.

The City posted the following statement on its website soon after the meeting on Monday. “The City Council has been made aware of possible criminal allegations against the City Manager Donald Dixson in the State of Pennsylvania,” the statement said. “These criminal charges are currently active. These charges had not been included in the background check run during the employment process. In light of the charges, the Council has accepted the resignation of City Manager Donald Dixson effective November 17, 2025 and appointed David Mason, as Interim City Manager.”

On Wednesday, Mayor Tucker issued another statement which shed some more light on the shakeup: “This weekend the City was provided ... three pages of information regarding pending misdemeanor charges, indecent assault and corruption of minors, in Pennsylvania against Mr. Dixson.

“The charges remain pending, but Mr. Dixson’s last name was entered as “Dixon” by Pennsylvania officials. A background search on ‘Mr. Dixson’ was conducted through the Texas Department of Public Safety’s website with the assistance of the County Attorney’s office. Due to Pennsylvania misspelling his name, the pending charges did not appear in the results of a background check.

“We recognize that the circumstances surrounding the former City Manager’s resignation have raised understandable concerns within our community.”

The statement included three pages of Pennsylvania court documents concerning the 1994 charges.

Mayor Tucker said the weekend discovery “prompted the need for immediate action.”

The shakeup comes after weeks of attention paid to the City on social media from the Corruption Watch-Texas Facebook account led by government accountability activist John Harrington.

On Wednesday the Record reached out to the Pennsylvania State Police to confirm whether or not there is still a pending case against Dixson, and whether there is an active arrest warrant. We spoke to a State Police staffer who was unable to immediately confirm the allegations. Initially, the staffer directed us to the local arresting agency, which appears to have been the Williamstown, PA Police Department. However,Williamstown PD disbanded some years ago. The Pennsylvania State Police said they would research our inquiry and get back to us. They had not responded at the time of this publication.
