The Vote: Some Of the Basics

Fayette County voters will decide on June 13 whether to create a county-wide hospital taxing district to raise money to support the financially struggling local hospital, St. Mark’s.

The language on the ballot calls for a property tax of up to $0.25 per $100 valuation of all taxable property in the county. If voters approve the measure, the Fayette County Commissioners Court would appoint an temporary board to govern the district and oversee funds raised by those increased property taxes. The board would be comprised of nine members – two from each commissioner precinct and one at-large member. The county would later hold staggered elections to choose the board members. Proponents of the hospital district are recommending an initial tax rate of $0.10 per $100 valuation, which would generate about $3 million in revenue. A $0.25 rate would generate about $7.8 million in revenue. The new board would ultimately select the tax rate, and they could choose any rate between zero and $0.25 per $100 valuation.

The company managing the hospital, Community Hospital Corporation, agreed hand over control of the hospital to the new board in exchange for around $2 million if voters approve creating the district.
